(1) The local level will take the necessary actions to encourage waste minimization, reuse and recycling and may create and implement the necessary guidelines for its effective implementation.
(2) The local level can coordinate with the related industry to encourage the work of reducing the amount of waste by reusing the items used to pack the products of the industry.
